[Bug 1842014] [NEW] drop ubuntu-unity-meta from archive

This package has not been uploaded since bionic.  It's just been getting
copied forward each release.

One of the dependencies (fwupdate) is being discussed to be removed from the archive in bug 1841744 but we need to decide what to do with ubuntu-unity-meta:
1) Remove it from archive
2) Rev it to drop that dependency
