Was part of kdewebdev removed from Debian:
https://tracker.debian.org/news/898641/removed-416043-2-from-unstable/

Before that was split to KDE to own source which debian did not get to
doing, hence we have it.

Regardless, in Apps 17.12 KDE dropped the split out kfilereplace src as
well: https://community.kde.org/Applications/17.12_Release_Notes

Conclusion: please remove as is dead in several iterations, and block
KDE4 removal.
