[Bug 1841715] [NEW] Remove testdrive from Ubuntu 19.10

I did look at forking it for a bit.  My evaluation is it makes more
sense to add this functionality to something else rather than keep this
package in archive.  (virt-manager , Boxes, or multipass - was aiming
for multipass but so far it was decided this was out of scope)
