[Bug 1840223] [NEW] Removal of mosquitto-auth-plugin from Eoan

Hi,
I'd ask to remove mosquitto-auth-plugin from Eoan.

It currently blocks the mysql-8 transition with hard to resolve build
errors [1].

Furthermore this was abandoned by upstream [2] not giving much hope
about the future quality of the package.

Due to the above I'd ask to remove it from Eoan.
