[Bug 1796753] [NEW] Please remove php7.3 from Ubuntu 18.10

Public bug reported:

php7.3 is a pre-release. The final release isn't scheduled until
December. It is only in Ubuntu (universe) because it auto-synced from
Debian.

Please remove it from Ubuntu 18.10. That way, the Security & Server
teams won't feel an obligation to try to support it and users won't get
confused thinking it is supported.
