Debian's debian-installer (specifically cdebconf-gtk-terminal I believe) uses a udeb from the old vte package. See https://bugs.debian.org/887649

- The old vte source hasn't been maintained upstream since 2011 (when GNOME 3 was released). vte will be dropped from Debian Testing soon. We should not ship it in Ubuntu 18.04 LTS. The replacement is provided by source vte2.91 (which requires gtk3).
