You have been subscribed to a public bug by Steve Langasek (vorlon):
The transition to openssl 1.1.x has begun in bionic. As a result,
libdigidocpp is currently unbuildable because its build-dependencies are
not co-installable.
- libdigidocpp build-depends on libp11-dev and libpkcs11-helper-dev, in addition to libssl-dev itself, all of which are openssl 1.1.x
- libdigidocpp build-depends on libdigidoc-dev and libxml-security-c-dev, both of which are stuck on libssl1.0-dev for now.
- libssl-dev and libssl1.0-dev conflict with one another (for obvious reasons).
It is possible that further changes are needed to the upstream source to
make it compatible with openssl 1.1; I have not looked at this, since
the unsatisfiable build-dependencies make it difficult to examine.
This is the only package in the Ubuntu archive in such a state, and has
been removed from the Ubuntu release pocket for the time being to allow
the openssl transition to progress. If someone wants to have
libdigidocpp included in Ubuntu 18.04 LTS, they will need to address
this conflict.
