[Merge] lp:~smoser/ubuntu-archive-tools/package-sets into lp:ubuntu-archive-tools

The proposal to merge lp:~smoser/ubuntu-archive-tools/package-sets into lp:ubuntu-archive-tools has been updated.

Commit message changed to:

sru-release: add package sets check.

Add a check to enforce that certain packages are released together
and in expected order.  As example, it just ensures that
  - if linux-meta is released then linux must be released and
    fixes the order so that 'linux' will occur before 'linux-meta'.
  - if grub2 is released, then grub2-signed must be released.

This hopefully avoids the kinds of issues described at
https://lists.ubuntu.com/archives/ubuntu-devel/2018-June/040380.html
