[Bug 1751347] [NEW] ANAIS: ppc64el and s390x binaries no longer build

Public bug reported:

The s390x and ppc64el binaries no longer build due to depending on
QtWebEngine. This is intentional, and the binaries in bionic-release
should be removed to let it migrate.
