I messed up create-empty-series. It skipped only if

 [...] and not os.path.exists(os.path.join(args.archive_root, "dists", series + pocket, "Release.gpg"))):

However, it should be skipping only if that path exists - if the path does not exist yet, it should create an empty pocket.
