[Bug 1741089] Re: Remove poppler-qt4 reverse depends

cirkuit's dependency on libpoppler-qt4-4 is now blocking the poppler and
mpfr4 transitions in bionic, and so cirkuit will be demoted to bionic-
proposed shortly to unblock the updates of the other related 120+
packages.
