[Bug 1747931] [NEW] Please remove valadoc from Ubuntu

valadoc has been merged upstream into the vala 0.38 packaging. Ubuntu
18.04 now has vala 0.38. Therefore, please remove valadoc from Ubuntu.

I will also file a Debian removal bug once vala 0.38 migrates to Debian
