[Bug 1714101] Re: rsplib fails to build from source: ‘SCTP_GET_PEER_ADDRS_NUM_OLD’ undeclared

This build failure has remained unfixed in a stable Ubuntu release after
2 months +, so I'm going to go ahead and turn this into a removal bug
for rsplib.  It can always be brought back into Ubuntu later if there is
a maintainer for it.
