[Bug 1669507] [NEW] Remove juju-core from artful

You have been subscribed to a public bug by Marc Deslauriers (mdeslaur):

Juju is now releasing as a snap as the primary means of consumption. For
those still needing a debian package the juju ppas will be maintained.
However from a distro perspective, folks wanting juju should snap
install juju rather than apt install juju. With that in mind, we won't
need the juju-core package in artful.
