slmon has long been unmaintained in Debian. It was removed from testing
over a year ago because it is no longer buildable because it tries to
use dh compat 4.

The last upstream release was 13 years ago "Not quite dead, not quite alive"

slmon is now blocking the libgtop2 transition.
