[Bug 1592139] [NEW] Please bootstrap build phpunit, phpunit-mock-object and php-codecoverage

You have been subscribed to a public bug by Nish Aravamudan (nacc):

In order to sync/merge the versions of the three $summary packages, they
need to be built in a special bootstrap area. In theory, the current
build-failures should be expressed as a cycle of dep-waits as they are
API-dependent on each other, but I am assuming Debian used a bootstrap
area as well.

The sequence of builds is:

1) DEB_BUILD_OPTIONS=nocheck build of php-codecoverage 4.0.0+dfsg-1
2) DEB_BUILD_OPTIONS=nocheck build of phpunit-mock-object 3.2.1-1ubuntu1
3) build of phpunit 5.4.4-1 using 1) and 2)
4) build of php-codecoverage 4.0.0+dfsg-1 using 1), 2) and 3) (so phpunit installs)
5) build of phpunit-mock-object 3.2.1-1ubuntu1 using 2), 3) and 4) (so phpunit installs)

The builds resulting from steps 3), 4) and 5) can be copied to yakkety-
proposed.
