[Bug 1538598] [NEW] Request removal of west-chamber

This package has not had an update since Nov 2014. ADT Test failures are
currently blocking Xenial kernel promotion since the west-chamber DKMS
build cannot succeed. The upstream changes required to support Linux 4.4
are substantial. The upstream (http://code.google.com/p/scholarzhang)
for this project appears to be dormant. At one point I found a page that
indicated the project had been archived, but now cannot find it again.

Please remove west-chamber from the kernel ADT test matrix (if not from
universe altogether).
