[Bug 1542909] [NEW] remove vala-0.28 souce from archive

It was replaced by "vala" as a separate source package. It has been
removed in debian. It should be removed from ubuntu also.

* gedit-valencia-plugin [amd64 arm64 armhf i386 powerpc ppc64el]
  - Should be removed also. This seems to be inactive upstream and only
   has support for gedit-dev (<= 3.10.5~), which makes it incompatible with
   the gedit in xenial.
   This has been removed from debian also.
