[Bug 1650379] [NEW] Remove sl-modem from Zesty

Public bug reported:

sl-modem has not compiled since before Xenial, nor has it had any
upstream maintenance since May 2015 (according to the changelog). I
contend that the amount of effort required to make this package even
compile, much less function correctly, is not worth the utility it
provides. The last bug filed against sl-modem was 2013. There has been
one bug since then, but it appears to be against the wrong package.
