[Bug 1613758] [NEW] iscsitarget should be removed from Yakkety

iscsitarget no longer appears to be maintained. The last Debian upload
was Oct 2014. This package no longer builds the DKMS module against
linux v4.6 through v4.8 and is becoming increasingly difficult to
maintain. Furthermore, there is now support for SCSI targets in the
mainline kernel.
