[Bug 1494345] [NEW] Remove Quickly from Archive, 15.10+

You have been subscribed to a public bug by Bryan Quigley (bryanquigley):

Ubuntu Quickly is no longer being maintained and has been replaced by
the Ubuntu SDK (and Make).  The last commit was in 2012. If you stumble
across the documentation [1] you might believe this is the way to make
Ubuntu apps easily.   It also defaults to technologies we no longer
recommend python2 and gtk2*.

I did email the desktop team and got confirmations it's no longer needed
[2].  Let's remove both source and binaries from 15.10 if possible.

Source Packages to remove:  quickly, quickly-widgets, quickly-unity-lens-template, unity-singlet
Binary package list - python-quickly-common python-quickly-core python-quickly.widgets python-unity-singlet quickly
quickly-ubuntu-template quickly-unity-lens-template quickly-widgets quickly-ubuntu-template

Pandora-build is no longer needed and can be removed, but it might be
trickier because an older version is Debian.
