This is intentional, so that old builds of debian-installer don't
stop working (due to being unable to find their udebs).
Colin and I have discussed in the past, perhaps having a policy of
only keeping kernels that match released ISOs, and current published
versions of debian-installer and ditching the rest, but this does
mean that people who make a habit of just copying a d-i kernel/initrd
pair from the archive and slamming it in their pxe/tftp setup would
suddenly see breakage and a need to automate updating their setup,
when previously this Just Worked.
