In the event that an error is encountered when communicating with errors.u.c return error so that if there is an error getting new buckets or information about a rate increase we will do nothing rather than set the phased-update-percentage to 0 or increasing it.

Additionally, utilize a new(?) feature of Launchpad to sort published sources by date.
