not accepting grilo-plugins split in binNEW

Hey Jackson,

you recently split grilo-plugins:

  http://launchpadlibrarian.net/197920374/grilo-plugins_0.2.13-3ubuntu2_arm64.changes

As far as I can see, this is missing a transitional grilo-plugins-0.2
package to depend on either grilo-plugins-0.2-base or both -base and
-extra, so that apt won't hold back stuff during upgrade.

Also, isn't splitting the -dbg package a bit excessive? This will
only increase the delta to Debian even more, and also cause even more
growth of our Packages.gz (would be better to drop the -dbg altogether
and we use the -dbgsym packages?)
