[Bug 1466227] Re: remove and blacklist wine-development?

As I understand it, the rationale for removing wine-unstable was that it
was an older version than the wine package.  For wine-development, it is
in fact newer than wine is currently.  So it seems it may be appropriate
to keep it in the archive and not blacklist it.  What do you think?
