While phasing an apt SRU recently there was an error communicating with the Error Tracker (one of the first afaict) and we didn't know there was a regression in the package and then incremented the phased-update-percentage. From the log file:

I think instead of incrementing the phased-update-percentage we should set the phasing to 0 and wait for the next run to increment the phased-update-percentage to its appropriate value.
