[Bug 1396690] [NEW] Please remove apt-watch from archive

* Upstream is dead, last release in 2011.
* Does not build against new libpanel-applet. In order to make it build, I need to either port it to gsettings (a HUGE change), or drop all settings support. Not worth it.
* Low popcon rank: https://qa.debian.org/popcon.php?package=apt-watch.
* In Ubuntu, we have update-notifier which does the same but better.

Note that as part of gnome-panel transition I patched uim, workrave,
gnubiff, sensors-applet and netspeed. In all cases, the patch was big,
but in this case, it will be HUGE, so I don't want to do that.
