For the last couple of years there have been two competing LP build farm management scripts: control-builders in ubuntu-archive-tools, and manage-buildds.py in webops-buildd-scripts. I've extended and polished up manage-buildds.py, and this branch replaces control-builders with it.

The only deficiency relative to control-builders is that manage-builders can't read a list of builders from stdin. But that tends to rarely be useful when you can say "manage-builders --non-virtual -a i386 --manual", "manage-builders -b aatxe --auto", etc.
