[Bug 1267128] [NEW] Firebird not using the right ICU library, fixed in Debian, please sync

When querying the database, returns the error: COLLATION UNICODE_CI_AI
for CHARACTER SET UTF8 is not installed. This is a ubuntu package
problem, not associating the right ICU lib for firebird.
