[Merge] lp:~wgrant/ubuntu-archive-tools/archive-references into lp:ubuntu-archive-tools

William Grant has proposed merging lp:~wgrant/ubuntu-archive-tools/archive-references into lp:ubuntu-archive-tools.

Commit message:
All tools that take a PPA name or --partner now take an archive reference instead. The old options still exist but are deprecated.
