Problem instances for package install failures at the Ubuntu Error Tracker only include information like:

package:postgresql-9.1:9.1.10-0ubuntu13.04:subprocess installed post-installation script returned error exit status 1

which is insufficient information to determine the cause of the problem.  The details in these package install failures needs to improve before we can use them to determine if a regression exists.
