[Bug 1233704] [NEW] FFe user-manager new snapshot

I'd like to request a feature freeze exception to bring user manager to
a current snapshot.

The current snapshot is needed to fix serious bugs (deleting files when
you click on No Delete) and allowing password change.

This snapshot also adds translations.

It adds use of pwquality library to check for good passwords.
