I'm going to be emailing the ubuntu release team with a link to the phased updates report (a report of Stable Release Updates that have been released and possible regressions with them found in the Ubuntu Error Tracker) so we can start reviewing the errors for types of issues that should be overridden.  Subsequently, it makes sense for the team to be able to add items to the overrides file directly.

I'm currently running the phased updater code locally as I am still testing it and want to be able to make changes to it quickly.
