gnome-utils has been dropped in Debian since GNOME has split the
utilities into separate source packages.
The final Ubuntu changelog was:
gnome-utils (3.2.1-0ubuntu6) precise; urgency=low
* Dropped other binaries which have their sources, keep the transitional
dummy gnome-utils for the lts though

Since that was included in Ubuntu 12.04 LTS, it can be completely
dropped now.
