rejecting ubuntukylin-default-settings

I'm rejecting ubuntukylin-default-settings.  The description in debian/control does not indicate what the package is for or what kylin is.  There is no copy of the GPL 3 included in the sources.  The file desktop/background.jpg is not a jpeg but a png and includes a reference to "ubuntukylin linux" which is probably not in line with canonical's trademark policy.
