Currently the phased updater log contains a lot of this:

2013-12-23 05:43:51,487 - INFO - Set p-u-p to 0% from 50% for raring-updates bamfdaemon                                                              
2013-12-23 05:43:51,827 - INFO - Set p-u-p to 0% from 50% for raring-updates gir1.2-bamf-3

This is because the maximum phased update percentage was being stored as 'pup', instead of the last phased update percentage.  Subsequently, we are stopping again an update that has already been stopped.  This resolves that by storing both the maximum phased update percentage for the phased update and its current phased update percentage.
