tidying python-disabler

I've accepted python-disabler but please tidy the debian/copyright file on next upload

The copyright line is inconsistent
"Copyright: 2013 Copyright (C) 2012 Canonical Ltd"

The Format-Specification: line points to a non-existant URL

The License: block contains empty lines which I believe it not allowed by "Syntax of control files" in debian policy.

please fix on next upload
