Looking at the phased updater logs I discovered that the phased-updater kept reviewing kdeartwork (along with other packages) which was fully phased quite some time ago.  This stops that by checking to see if any of the binary packages for a source package have a phased_update_percentage set before querying errors.ubuntu.com.
