[Bug 1048669] [NEW] [FFe] Drop ubuntuone-installer package from archive

The ubuntuone-installer package is obsolete, troublesome, and an extra
point of failure that we need to drop now that the Ubuntu image size has
increased to allow for the inclusion of ubuntuone-control-panel-qt and
ubuntu-sso-client-qt by default.

In order to do this, we need to move the .desktop file to ubuntuone-
control-panel upstream (and the -qt binary package for it in Ubuntu and
PPAs), merge the translations, and Breaks/Replaces ubuntuone-installer
in the new release.
