[Bug 1078697] Re: Ubuntu archive is missing SHA-1/SHA-256 hashes for some packages

We still use apt-ftparchive for the Ubuntu primary archive, which only
includes SHA1 and SHA256 hashes if the .dsc does. The affected packages
are all quite old as expected, except for language packs, which suggests
a bug in the language pack builder.
