Sync blacklist moved to branch editable by non-Canonical archive admins

I've moved the sync blacklist from
cocoplum:/srv/launchpad.net/dak/sync-blacklist.txt to
lp:~ubuntu-archive/+junk/sync-blacklist, in order that non-Canonical
archive admins can edit it too.  Please make any further edits there
rather than in the old location.

The URL for general viewing and use by client tools
(http://people.canonical.com/~ubuntu-archive/sync-blacklist.txt) remains
the same, and is updated from the branch every five minutes.
