New change-override tool, usable by non-Canonical archive admins

Next in a long-running series:

I've written a new change-override API client in lp:ubuntu-archive-tools
which replaces the old change-override.py on cocoplum with immediate
effect, and which can be used without ssh access.  The effects of using
it should be identical to those of the old script; if you notice any
oddities, please let me know.

If you used change-override.py on cocoplum, please update your
ubuntu-archive-tools checkout and start using change-override instead,
as I'll be removing change-override.py shortly.
