** Description changed:

  Upstream has disappeared, and has not agreed to support PHP 5.4. The
  latest changes from Debian conflict and/or break this package to avoid
  problems caused by incomplete 5.4 support. After contacting both the
  php5 and php-suhosin maintainers in Debian, it seems like this package
  should be removed from Ubuntu until such time as upstream fully supports
  PHP 5.4.
  
  Currently php cannot migrate from raring-proposed -> raring because
  php5-suhosin is uninstallable now due to php5-common conflicting with
  it.
