[Bug 982487] [NEW] Please remove the blacklist for djview4

djvulibre-plugin is only seeded in this package, no longer in djvulibre
and it's unseed.

This is needed for the sync for bug 982211(sync djview4 4.9-1) which
fixes bug 935068 (djview4 FTBFS)
