Please sync spl 1.0~pre6-3 (universe) from Debian unstable (main)

The Ubuntu diff was incorporated (see first entry of the changelog) so
this could/should be turned back into a regular sync.

Changelog entries since previous oneiric version 0~pre6-2:

spl (1.0~pre6-3) unstable; urgency=low

  * Fix FTBFS with ld --as-needed, thanks to Matthias Klose for the patch
    (closes: #641439)
  * Bumped Standards-Version to 3.9.2.
  * Add recommended targets build-arch and build-indep to debian/rules.
  * Enhance package descriptions a bit.
