[Bug 894414] [NEW] Replace jakarta-log4j -> apache-log4j1.2

The jakarta-log4j source package has been renamed to apache-log4j1.2 in
Debian.

Please can the jakarta-log4j package be dropped from the precise archive
(with the now redundant liblog4j1.2-java-gcj binary package) and apache-
log4j1.2 be promoted to main in its place.
