[Bug 752311] [NEW] sync vxl 1.14.0-8 from debian sid (was: not all headers present in VXL library)

Steps by reproduction:
1. install package libvxl1-dev.
sudo aptitude install libvxl1-dev

2. Go to in headers dir and see tree (only 'core' and v3p interest):
cd /usr/include/vxl
tree -d

|   |-- testlib
|   `-- vnl
|       `-- algo
|-- v3p
|   `-- netlib
|       |-- blas
|       |-- datapac
|       |-- eispack
|       |-- lapack
|       |   |-- complex16
|       |   |-- double

But in VXL documents core and v3p have other dir also:
