Explanation of the Ubuntu delta and why it can be dropped:

Ubuntu's change was the FTBFS fix, which was taken from debian. The package
builds fine now in oneiric.

Changelog entries since current oneiric version 0.3.0-3ubuntu1:

lua-curl (0.3.0-4) unstable; urgency=low

  * source format 3.0 quilt
  * add make.patch to fix compilation with recent curl headers
  * buped standards-version to 3.9.1, depend on liblua5.1-policy-dev >= 27
