Please sync kid3 1.6-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Debian package builds without libmp4v2 support, so now there are no
diffs between packages.

  * Bump debhelper to version 7.
  * Bump Standards-Version to 3.9.2 (no changes needed).
  * Wrap build dependencies.
