Explanation of the Ubuntu delta and why it can be dropped:
There is no real Ubuntu delta, there's 1ubuntu1 only because of fakesync due
to different orig.tar.gz md5sums.

Explanation of FeatureFreeze exception:
Updating this Perl module fixes some amavisd-new restart problems discussed on
the amavis mailing list.  I think it's reasonable to update this package as
the changes in existing functions are mostly bugfix.  The primary feature
changes are the new HTTP functionality that presents no risk of regression and
the SSL redesign which apparently gets it from not working to working, so
minimal regression risk.

This update has been tested in production use with amavisd-new and postfix and
the restart fix has been verified, so the benefits are established and the
risk is minimal.
